投诉icann，腾讯云不给转出域名不成功咋办-希捷硬盘

这是icann的邮件回复，我要咋样才能投诉转出呢？

Thank you for submitting a complaint to ICANN Contractual Compliance. ICANN has reviewed and closed your complaint because:

- ICANN addressed your complaint with the registrar DNSPod, Inc. and did not find that the registrar failed to comply with its obligations under the Registrar Accreditation Agreement (RAA) and the Transfer Policy.

The registrar informed ICANN that the transfer was denied per local laws and regulations. Please note that registrars are required to follow applicable laws and regulations, and the clientTransferProhibited and AuthInfo Codes requirements contained in the Transfer Policy are subject to applicable laws or regulations (see Section I.A.5.1 of the Transfer Policy at https://www.icann.org/resources/ ... olicy-2016-06-01-en ).

Based on the information provided to ICANN, the registrar informed the Registered Name Holder (RNH) of the domain name xxxx.com regarding why the domain name was placed on hold and why the transfer request was denied. Please review the information provided to the RNH regarding the suspension of the reported domain names for further information. You may consider contacting the registrar or the local regulatory authority that, according to the registrars, requested the suspension of the domain name for more information and specific instructions on how to proceed. You may also consider retaining legal counsel to determine what rights and remedies are available to you. ICANN’s authority is limited to the requirements set forth in the RAA and ICANN’s Consensus Policies, including the Transfer Policy, and cannot provide legal advice.

If you continue to have issues transferring the reported domain after the suspensions have been lifted, you may file a new complaint at http://www.icann.org/resources/compliance/complaints .
